Text STANDARDS COMMITTEE MINUTES 18th Meeting, Session 1 (2002) Wednesday 18 December 2002 Present: Mike Rumbles (Convener) Susan Deacon Lord James Douglas-Hamilton Mike Russell (Committee substitute) Kay Ullrich Apologies were received from Ken Macintosh and Paul Martin The meeting opened at 10 01. 1. Item in private The Committee agreed to take item 6 in private. 2. Cross-Party Groups The Committee took evidence from Ian Jenkins MSP in relation to his application to establish a Cross-Party Group on Textiles, Clothing and Footwear. The Committee agreed to approve the application. 3. Cross-Party Groups The Committee considered a proposal to commission external research and agreed that the proposal should be submitted to the Conveners' Liaison Group. 4. Alleged Unauthorised Disclosure of Draft Justice 1 Committee Report The Committee considered correspondence between the Convener of the Standards Committee and the Convener of the Justice 1 Committee. The Convener indicated that further correspondence would follow from the Justice 1 Committee. The Committee agreed to consider the item again at a future meeting. 5. Scottish Parliamentary Standards Commissioner Act 2002 The Committee agreed a report setting out revisions to section 10 of the Code of Conduct which are consequential to the Scottish Parliamentary Standards Commissioner Act 2002. The Committee also agreed draft Directions to be made under the Act. The Committee moved into private session at 10 23. 6. Complaint Against Henry McLeish MSP The Committee completed consideration of the Adviser's report. The Committee moved into public session at 10 42. 7. Complaint Against Henry McLeish MSP The Committee agreed to uphold the findings in the Adviser's report. The Adviser concluded that Henry McLeish MSP had not breached the Code of Conduct for MSPs. The Committee agreed to consider a draft Committee report by correspondence and to publish its report and that of the Standards Adviser as soon after as possible. The meeting closed at 10 52.
